The aim is to boost tourism and strengthen the economy. But will this gamble pay off, or will it lead to a host of unforeseen challenges?

Why Legalizing Casinos?

Thailand’s longstanding prohibition on gambling has begun since the Gambling Act of 1935 which ban any forms of gambling, including casinos and private ownership of more than 120 playing cards without government approval. Despite these laws, illegal gambling in underground casinos and other forms of gambling persists all over Thailand. According to the Thai Health Promotion Foundation (ThaiHealth) and the National Statistical Office, it is estimated that over 70% of Thai adults engage in some form of gambling.

On 13th January 2025, Thai government approved the draft law of the Entertainment Complex Bill which the proponents argue that Thailand’s tourism sector needs a fresh attraction to stay competitive on the global stage. By legalizing casinos, the government hopes to draw in international tourists, creating jobs and generating revenue. Income projections are impressive as the Finance Ministry’s Fiscal Policy Office (FPO) estimates suggest the state could earn between 2 billion to 40 billion baht, with most of this income coming from hotels and other services in the complexes rather than the casino operations themselves.

The Upsides: An Economic Bonanza?

Tourism Boost: Legal casinos could transform Thailand into a gaming hub, attracting high-spending tourists just like in Las Vegas, Macau or Singapore.

Job Creation: New casinos could bring thousands of jobs to local communities working in these new complexes that complement the casino’s projects.

Regulation of Gambling: A legal casino market could help reduce underground gambling activities by providing a safer, more transparent environment for gamblers, reducing their incentive to participate in illegal gambling.

That said, serious risks remain:

Gambling Addiction: Thailand has a long-standing problem with gambling addiction gambling, despite the fact that outside of the government-run lottery and horse racing, everything else remains illegal. The National Committee on Gambling Control has reported that approximately 1 in 5 gamblers in Thailand is classified as a problem gambler.

Pre-existing gambling problems: Because gambling is seen by some as a form of entertainment rather than a serious psychological issue, many individuals may not seek the help they need when addiction becomes problematic.

Crime and Money Laundering: Like South Korea, Thailand could face a rise in organized crime linked to casinos.

Ambiguous laws: The law prohibits entry to anyone under 20, with Thai citizens required to pay a 5,000 bath entrance fee, while casinos remain open to all foreigners. Critics argue that such fees are merely a superficial solution that fails to address the underlying issues of gambling addiction and financial distress among locals.

Social Impact: The Real Cost of Gambling

Gambling has traditionally been condemned in Thai society. In Buddhism, it is considered taboo and one of the four vices that lead to destruction. “Ten burglaries leave you with a house, ten fires leave you with land, but gambling once leaves you with nothing “(โจรปล้น 10 ครั้ง ยังเหลือบ้าน ไฟไหม้บ้าน 10 ครั้ง ยังเหลือที่ดิน เล่นการพนันครั้งเดียว ไม่เหลืออะไรสักอย่าง).
This deeply ingrained view could make it harder for those affected to break free from their addictions. Therefore, legalizing casinos is opposed by many Thais for cultural and ethical reasons.

Will Thailand Win This Gamble?

As Thailand moves toward legalizing casinos, the stakes are high. The potential for economic growth is huge, but so are the risks to social stability. The government will need to carefully balance regulation with the protection of its citizens’ welfare. The timing of these stages may vary significantly, but the passage of the draft act is unlikely to occur before the second half of 2025.

Will they succeed, or will Thailand find itself caught in the same trap it is right now after the legalization of Cannabis in 2018.
